On Christmas day, United Nations and Iraq signed a memorandum of
understanding on Ashraf. According to this memorandum, Ashraf residents were
to move to Camp Liberty near Baghdad Airport where they would be under UN
monitoring and the UNHCR would start the refugee status determination
process for transfer of residents to third countries.
This arrangement was a great defeat for the Iranian mullahs as they would no
longer be able to carry out a massacre of their opposition by the Iraqi
government in Ashraf. The enclosed NCRI statement explains the situation. I
wanted to keep you informed on how things are unraveling.
